just use the "new topic" icon at any forum - lets say you want to make a new topic at the kia sub forum you will have to open the sub forum first where you explore tpoics inside then look for the new topic icon, click it and here you are the topic creation and editing tools and buttons will appear
note: the new topic icon look is defrant according the forum sytle you are using in this example i'm using the blueblack style
